War capital

I want to appoint a war capital, somewhere in Elwynn. What city does the council recommend?
It should be close enough to Shirekeep but far enough to avoid a surprise attack by rebels from the south.

I must confess that I am somewhat confused as to the identity of the rebels, is it Dolor plus Goldshire or are there more?

As to the situation of a war capital I maintain that the offensive is the best defensive so I propose that your Majesty should reign in martial pomp amidst the ruins of Cercé in Monty Crisco.
