Decrees: all decrees are valid unless specifically repealed or superseded by other decrees.

Considerations: these are only seeking the opinion of the Council as to whether those who have lost positions etc during the White Lily Revolt should suffer any further as a result of having held an illegal rebellion or not. The original decrees remain valid and in force (as with all decrees) until decreed away as above.

Nobles: This council is open to all Nobles of this Duchy (i.e. both Counts and Barons). Only Barons may appear to have been active earlier this year because, as that time, all Counts were also Barons. Our population has expanded significantly since then, so that while all Barons are Counts, not all Counts are Barons.

Further clarification:

Unless changed by the Council or the Duke, Barons and Counts may address and speak in the Council, however, only Barons may vote.
