Consideration of the Actions of the Count of Cape Farewell

It is apparent that Rai Avon-El, Count of Cape Farewell, did abet the instigation of a rebellion against our person as the legitimately appointed Duke of Elwynn. Such rebellions are permitted by the law, providing that they have our consent. On this occasion, consent was neither sought nor granted, so the rebellion was prohibited by the law.

It is our opinion that Count Rai should apologise to this Council for his actions and pay homage as described in Decree XXIII. It is further our opinion that his replacement as Steward during the rebellion constitutes a fair and equitable penalty for abetting the instigation of a prohibited rebellion and that then this matter shall be considered closed.

Is this also the opinion of this Council?

It is the opinion of Araxion and all of Elwynn that the steward fulfilled his duty to protect Elwynn from evil. In this case, the evil was not a foreign army, but a disease of inactivity spread by the lethargic Duke. Rai Avon-El acted rightly and justly in Elwynn's defense, and has the full support of all of Elwynn.

Baron Loki cannot speak for all Elwynn, and he certainly does not speak for Eliria. The duty of the Steward is not to "protect Elwynn from evil" but to deputise for the Duke in certain circumstances. On some occasions that happened, and on some it didn't. However, irrespective the whereabouts of the Duke, this Council was given the power to run itself and make decisions for the Duchy. If it has failed to do then that is clearly due to a lack of interest by the other nobles, who in some cases have either been busy working for the government or concentrating on their own baronies or counties, and in other cases have not been around at all.

In any case the Baron has missed the point in that the Count assisted another Count to break the law, when there were a number of other legal options that they could have taken instead, but chose not to.

The opinion of Eliria is consequently in favour of this consideration.
