Consideration of the Actions of the Baron of Loki

At the apparent instigation of those behind the recent rebellion, the newly-appointed Baron of Loki, Andew Allot, did proclaim himself to be Duke of Elwynn. However the law does not allow for such an action with regards to the appointment of Dukes.

It is our opinion that Baron Allot should apologise to this Council for his actions and pay homage as described in Decree XXIII. Then this matter shall be considered closed.
