[Elwynnbrigaden] Re-division

In light of recent events, not excluding the war that damaged Cape Farewell, I recommend that His Grace the Duke of Elwynn, in cooperation with the Brigadgeneral of the Elwynnbrigaden, re-evaluate and redistribute the defensive forces of the Elwynnbrigaden among the Barons in accordance with the SCOWL ruleset. Y'know, in case we ever get attacked.

I would advise the Barons to review the unit structure provided to them under the Elwynnbrigaden and to flesh out their units with SCOWL points accordingly.

I would prefer we conduct this according to QUARREL and not SCOWL, just because we need a QUARREL test war.

Also, although I don't claim to fully understand SCOWL, I think that those of us who posted OrBats a few months ago would have a huge advantage over those of us who didn't. While quite realistic, this also makes the recwar pretty non-fun and prevents others from joining in. It would also limit the ability of foreigners to participate.
