Having heard the people of Azarea, Arviður decided to go home to Hurmu. He wrote his last decree on a scrap of paper and handed it over to his secretary, Rivqah al-Ishaq al-Babkhi, who immediately promulgated it:

Let it be known throughout the lands of K'tzuni, that:

The Island of Azarea is one county under the throne of K'Tzuni. The Count of the Island shall be Daniel Llai. I hereby abdicate, in favour of Count Llai, the throne of K'Tzuni.
