Decree IX - Count of Benacia

By the powers vested in me as Baron of Lakhesis, I hereby decree the following:

1. That "SirWilliamStrauss" is created Count of Benacia, with all duties and rights coming with said office.

2. That this is conditioned on him not changing the name of the county.
