1. The title and position of "Count of Highpass" may be awarded to any citizen of Shireroth for a one-time handling fee, to be payed by said citizen. The fee may be bidded on by interested citizens.
2. That person must adhere to the following restrictions:
a. The name of the county, or the name of any existing city, may not be changed without express consent of the Baron.
b. The count shall pay a tax to the Baron, currently fixed at 10
per month.c. The count shall develop the county, both culturally and otherwise-ally.
d. The count must move to the county and be an active part of Brookshire.
3. The violation of this decree may lead to dethroning without refund.
4. If the count adheres to this decree, he or she is protected against arbitrary action by the Baron, save action needed for the protection and well-being of the Barony.
