Decree XII - Kalisa Lakisi'a

To all Lakhesians, greetings!

1. I hereby create the Lakhesian Guard, Lakhesian "Kalisa Lakisi'a". The service shall be called "Kalisa" for short, or "the Guard".

2. This shall be the common police force for all of Lakhesis, replacing all former County police forces.

3. The Guard is divided into the following Divisions:
a. Highpass Division
b. Thanatos Division
c. Amarr Division
d. Benacia Division
e. Border Division
f. Aerial Division
g. Marine Patrol Division
h. Special Services Division

4. Headquarters for the entire Guard, as well as for the Thanatos and Special Services Divisions, are located in Mortis Mercatoria.

5. The Commander of the Guard is the Baron or Baroness of Lakhesis. The Commander for each County Division is the Count of said County.

6. The Commander of the Guard shall further organize and regulate the Guard, and has full authority over the Guard.
