"Oyez, Oyez, Oyez, listen now to the Wails of Lembkin the Crier, officially sanctioned town crier of the City of Demonsfall, accept no substitute crier for your official crying needs.

A proclamation from the Committee of Public Safety now follows:
Following the sudden and complete loss of the County Manor of Holwinn to devastating fire and the bizarre and tragic joint resignation and suicide pact of the Mayor of Demonsfall and the Chief Warden of the Watch for the County of Holwinn earlier today, we the undersigned entirely legitimate and bona fide aldermen of the said city of Demonsfall, on behalf of the people of the said County of Holwinn, do hereby agree and affirm our resolve to form a Committee of Public Safety for the County of Holwinn.

All legislative and executive powers unless otherwise delegated shall be vested in the Committee of Public Safety now assembled until otherwise ordained.

For their exemplary services to the County of Demonsfall we do hereby appoint al-Majeed Rasfanjani and Nouri al-Hubakki as Knight's Justicar of the Holwinn Circuit, with full discretion to act as they see fit.

Whereas it has been determined that the Barony of Dolor, being in revolt against the lawful throne of the Kaisers, constitutes a threat to the peace and the commonweal of Holwinn the Committee of Public Safety authorises the Knight-Justicars to undertake such measures as are necessary for the defence of the County Realm.

Which belongs to the Kaiser.
You are in rebellion against the Kaiser.
You are therefor in rebellion against Brookshire and Holwinn.
And yet you feel the need to protect Holowinn.
Also you belong to Brookshire.
So you are in rebellion against yourself?

And you feel that you have the stability of mind (being one who is rebelling against his very existence) to be vouching for the integrity of your populous?

I recognize the authority of my Duke and the Landsraad. I'm just in rebellion against the Kaiser. There are some logical fences and levies keeping everything stable.
