Do, by chance, the lesser nobles, such as Counts and Barons, also receive allowances?

Only if a) you have an imperial government position or b) you do something culturally awesome (like Greg's article on MASS) that the MiniInfo thinks is good enough to merit some cash. If you think you deserve some erb for something, you can self-nominate for bounties as well.
