CHARTER OF THE COUNTY OF HIGHPASS

PREAMBLE
This is the local law of the County of Highpass, to be adhered to and respected by all of its People. This is for the good of the Veldt, for the good of Highpass and for the good of Shireroth.

Article I - Power
The immediate executive power in Highpass, subordinate to the appropriate Baron, Duke and Kaiser shall be the Count.

Article II - Capital
The Administrative Capital of Highpass shall be the city of Rhodondra. The Northern city of Rhodondra may be known as the `City of the Count´. The Southern city of Spleazure may be known as the `City of the People´.

Article III - Identity
The People of Highpass may be known as Highpassians. The County of Highpass may be known as the `County of the Veldt´. The motto of Highpass shall be `Work Gets Done Quicker if an Intimidating Weapon is at Hand´.

Article IV - Neighbourly Tolerance
The People of Highpass shall tolerate the existence of the Kingdom of Tellia and the Shirerithian Counties of Woodshire, Caverden, Jugenskaja, Thanatos and Amarr.

Due to previous incidents, the sale and purchase of eggs and methylated spirits within ten miles of the Tellian border is forbidden.

Article V - Steikfaat
All People of Highpass above the age of fourteen years have the right to take part in the noble activity of Steikfaat. The following rules apply to all conductions of combat:

Regulations for Steikfaat Combat
1. All those under the age of twenty years taking part in Steikfaat shall wear a headband made from glue and Aaak Feathers. This is to indicate to their opponents that they should go easy on them.
2. No Steik shall be below five feet in length.
3. All parts of the body may be struck apart from the kneecaps and elbows.
4. An Arbiter shall be present at at to enforce these rules.
5. The means of winning at Steikfaat combat shall not be recorded.

Article VI - Highpassian Traditional Music
All musicians proficient in Highpassian Traditional Music are obliged to take an apprentice, so for the preservation and cultivation of our most excellent brand of traditional music. The Headquarters of the Academy of Highpassian Music shall be located in Abermeade. The Patron of the Academy shall be the Count of Highpass.
