Noting with concern the recent events in Elwynn; and the taunting of the red Gyarados; and in the interests of public safety, it is hereby declared that:
The bearing of a cudgel shall be an offence punishable by transformation into a frog.
The kidnapping of the Baron shall be an offence punishable by immense failure, brief periods of rain, possible pain, and transformation into a frog.
All sheep shall have to acquire a license, just as;
All fish shall be required to have a license. Failure to have a license in either case shall be punishable by transformation into a frog, not being required to have a frog license, and a statement to that effect signed by the Lord Mayor.
These offences shall become punishable four days hence from this decree being created, in order to provide time for the removal of cudgels, the licensing of fish and sheep, and the transferring of plans for kidnapping the Baron to kidnapping the Duke.
