UNDERSTANDING that far from being constrained from the territorial boundies of Shireroth
AFFIRMING the heritage of the Khaz-Modan Empire and
REMEMBERING the fact that the Kaiserial Houses of Shireroth are descended from the Royal Family of the Khaz-Modan Empire and therefore Modan-Lach
We, the Count of Modan-Lach, cataloguer of the Laqi race and their glorious cultural heritage, assert our right to claim nobility for the ruler of all Laqi peoples.
-The ruler of all Laqi populated regions and Modan-Lach- hence the Baron of K'Tzuni and Count of Modan-Lach- is hereby -known by the Laqi name 'Bogd Khaan'.
-The Bogd Khaan shall not be considered the equal of a regional ruler in Shireroth- instead the Khaan is the ruler of all Shirereithan Laqis, regardless of where they may reside.
-The Bogd Khaan shall be the Cedrist spiritual ruler of the Laqi people and, should the circumstances arise, their Political and Military leader in times of trouble and strife.
-The first Bogd-Khaan of the Laqi People shall be His Eminence Maksym Matbaoivich Hadjimehmetov, hereby known as the First Sharav Jebtsundamba Khutugtu Lax'a
