Alright, everyone, here's the situation: the Anticans are not happy with the clause guaranteeing encouragement of dual citizenships.Chris has suggested compiling a list of grievances with the current draft, and then going through and selecting which changes we deem necessary. I think this is a very good idea. So, I am going to ask Shirithians and Anticans to list their grievances, and then I will put up another version of the Treaty. I think we should then come to agreement--perhaps, this time, without the hassle of voting--and submit this new draft for the debate and approval of the Landsraad and the Assembly, after which point we will take what suggestions they may have, change what might need to be changed, and then ask for a vote.

Why exactly do they not like the encouragement of dual citizenship? At best, it's just saying, "Hey, join Shireroth, that would be cool. You don't have to, though."

A number of Anticans are opposed to the idea of encouraging dual citizenship between our two nations because Antica has maintained a long standing policy of single citizenship (now with limited dual citizenship) and they feel that the treaty is not the place for such a significant, stated policy change.

I think that is the major grievance of the Anticans. Protests here are mostly the product of Shirithans being unable to get off their high-horses and realize that we are a ailing nation who could benefit vastly from Antica's friendship. They honestly think we're too cool for school.

Also, Chris made some really good suggestions about organization which I think we should take into account.

The Treaty of Alcyon

Preamble

THE IMPERIAL REPUBLIC OF SHIREROTH and THE REPUBLIC OF ANTICA, having found their interests to be congruent, and desirous of peace and prosperity for and between both nations, hereby agree to form a treaty of friendship and support, the Treaty of Alcyon, in order to guide the reestablishment of positive relations between the two nations.

ARTICLE 1: Land

Section A. The Imperial Republic of Shireroth cedes the counties of Skiron, Mesoun, Platea, and Jaris (except for the island and city of Melangia) to the Republic of Antica.

Section B. The County of Kaikias is to be divided according to the diagram in the appendix.
All territory to the south and west of the demarcation line is ceded to the Republic of Antica. The remainder will continue as the County of Kaikias, with a new capital designated after the enactment of this treaty by the Count of Kaikias."

ARTICLE 2: Reconciliation

Section A. A Board of Grievances may be called into existence by either the Imperial Republic of Shireroth or the Republic of Antica should a dispute between the two countries form that is incapable of resolution by conventional methods
....(1) When called into existence, each country shall appoint three representatives each for the duration of its operation
....(2) The appointment method will be left to each country to decide separately.

Section B. The Imperial Republic of Shireroth pledges to work towards establishing trade with the Republic of Antica in the event that an economy is formed within Shireroth.
......(1) THE IMPERIAL REPUBLIC OF SHIREROTH agrees to allow the unrestricted movement of personnel and goods by THE REPUBLIC OF ANTICA through the territory of Kaikias under Shirerithian control. Antica agrees to the same in Antican controlled Kaikias for Shirerithian personnel and goods.

ARTICLE 3: Everything Else

Section A. THE IMPERIAL REPUBLIC OF SHIREROTH and THE REPUBLIC OF ANTICA reaffirm their recognition of each other's sovereignty and territory, and pledge not to attack each other except for agreed-upon recreational warfare

Section B. As a measure of goodwill, THE IMPERIAL REPUBLIC OF SHIREROTH and THE REPUBLIC OF ANTICA both agree to allow either nation to rescind this treaty by whatever means standard in either micronation.

No. I got rid of one thing that repeated itself and merged one other thing, I think. But that's all. Other than the dual citizenship thing, nothing has been deleted. Wording has been changed, as per Chris's suggestion, and the diagram is now in the appendix.

I'm sad to inform all parties involved that, although the treaty was decreed, it was decreed with a change not approved by this committee. I'm going to try and negotiate with the Kaiser and see if we can add in Jaris to the land deal, as it is pretty fucking whack that he took it off without consulting us first.
