Nobles may not vote on parts of a bill or act; they must vote upon the bill as a whole.3) Bills and acts submitted to the Landsraad may include a short preamble to explain the purpose of the bill or act.4) Bills and acts may not be modified in any way after voting has begun, except to fix errors in grammar or spelling. ********************* Landsraad Procedure ActPassed (6/28/03 8:37 pm) 1.&nbsp &nbsp &nbsp &nbsp A bill may be presented to the Landsraad by any noble or by the Praetor. Any commoner who wishes to propose legislation to the Landsraad may do so only via one of these two sources. Each bill should have a name by which citizens can identify it, and this name should be the title of the Landsraad post proposing it.2. Voting will occur on the bill as per the Constitution. Affirmative votes will include "aye", "yea", "yes", "good", "maybe", "kyllä", "okey-dokey", "let it be so", and anything else sounding vaguely affirmative. Negative votes will include "nay", "no", "en pidä", "AAAAH! EVIL BILL! EVIL BILL!", and anything else sounding vaguely negative. This is under the discretion of the Praetor.3. A bill will be on the voting floor for the space of four days, or until a majority is obtained. At any time before the week is up, the Praetor may choose to extend the voting period an additional three days if and only if he or she believes that nobles with an active interest in it have not gotten a chance to vote, and that these nobles could significantly impact the outcome. In all other cases, the Praetor should declare the vote passed or failed, close, and archive it after the four days are up. If the Praetor fails to do so, the vote is nevertheless considered unofficially passed.4. At any time within the first two days of a bill being on the Landsraad floor, the noble who proposed it and THIS NOBLE ALONE may make changes to the wording of the bill in response to comments and suggestions from other Landsraad members. If this is done, a post must be made CLEARLY STATING that such changes have occurred. Every noble who has voted on the bill will then be allowed to change their vote in response to the changes in the bill. If the first two days of voting have already passed, then any changes will have to be made by an entirely new bill through the standard procedures.4. A emergency bill can be put before the floor by any noble with a voting period of two days, if and only if the bill addresses a matter which is a serious and immediate threat to Shireroth's well-being. If the Praetor does not agree that an emergency bill meets these conditions, he or she can remove it from the floor and ask it to be resubmitted as an ordinary bill. Generally emergencies should be dealt with by the Kaiser anyway, and this sort of thing should only be resorted to if the Kaiser is away or if the Kaiser *is* the emergency.5. In case of a lengthy planned absence (one week or more) by any ruling noble, the noble may designate another person to serve as a proxy in Landsraad voting by informing the Praetor beforehand. This proxy must be from the same fiefdom as the absent noble, unless there are no other people in the noble's fiefdom.6. In the case of inability to serve on the part of a ruling noble due to temporary or permanent insanity, who'd even notice?7. In the case of bad behavior and abuse of the Landsraad by any noble, the Praetor may submit a recommendation to the Kaiser for a fining, banning, or otherwise punishing the perpetrator. The Kaiser may, as usual, do what he wants with it.8. The Praetor may be impeached at any time before his or her term is up by a supermajority of 67%. This impeachment vote will be moderated by the Kaiser, and will be closed to votes from the Praetor him/herself if the Praetor is a ruling noble. If the vote passes, a new election for Praetor shall immediately be organized by the Kaiser to be held not more than seven days after the impeachment bill passes. The Kaiser may also choose to dismiss the Praetor, after which he will be similarly responsible for organizing an election for a replacement. If the Landsraad reelects the dismissed Praetor, it will be interesting to see who caves in first.9. And to clear up that whole thing that happened in Schlangen and create a legal structure to deal with it.1. At the creation of a new Duchy, a Duke or Duchess shall be chosen. If the Duchy already exists as an entity, it shall be chosen by the people - if not, it shall be chosen by the Kaiser. This Duke or Duchess can be removed only by the Kaiser or a unanimous (except for the Duke or Duchess in question) decision of the Landsraad. He has complete power to do whatever he wishes in his Duchy, with the exception of the following:a. Violate any federal lawb. Conduct significant foreign policyc. Call for the overthrow of the governmentd. Secede2. Any Duke or Duchess may create Baronies within his or her Duchy. These will be ruled by a Baron or Baroness. The Baron or Baroness can be removed by the Duke or Duchess who appointed him or her. A Barony may not do any of the things denied to a Duchy, and the Duke or Duchess of its parent Duchy may oppose additional restrictions on it if he or she so wishes.3. A Duchy may have both a Duke and Duchess at once, and a Barony may have both a Baron and Baroness. However, one of them will be the official holder of the title and entitled to participate in government affairs, whereas the other will have the title only as a symbol of his or her relation to the other. This latter noble may have powers granted to him or her by the superior noble of the fiefdom.4. If there is a revolt against the Kaiser, it is the duty of all nobles to help suppress it. If there is a revolt in a Duchy against the legitimately appointed Duke or Duchess, it is the duty of the national government and any loyalist Barons or Baronesses to suppress it. If there is a revolt in a Barony, it is the duty of the Duke or Duchess to suppress it, although the federal government will help it asked. However, none of these duties apply if the revolt is within a single noble house. For example, if both the old Kaiser and the new Kaiser were of House Metzler, it is not necessary for the Dukes to attempt to crush the rebellion. ***************Title 30: PATENTSTitle 31: PATRIOTIC AND NATIONAL OBSERVANCES, CEREMONIES, AND ORGANIZATIONSTitle 32: E-MAIL / COMMUNICATION SERVICES Title 33: POLITICAL SUBDIVISIONS, - DUCHIES AND BARONIES AND COUNTIES Counties Passed (8/14/03 8:22 pm) 1.&nbsp &nbsp &nbsp &nbsp There shall officially be a subdivision known as a County.2. Counties shall be a subdivision of a Barony, which shall remain a subdivision of a Duchy.3. The ruler of a county shall be known as a Count/Countess. 4. Counts/Countess shall be considered Non-Ruling Nobles, but nobles none the less, and will get neither say nor vote within the Landsraad.5. Counties will not get their own forum but will instead work out of the forum of the Barony they are in. ***************Feudal Holdings ActPassed (8/27/03 7:53 am) 1.&nbsp &nbsp &nbsp &nbsp There shall be three levels of Nobles beneath the Kaiser.a) The first level of nobles beneath the Kaiser shall be known generically as Dukes. They shall rule over the major subdivisions of the nation, known generically as Duchies.b) The second level of nobles are beneath both the Kaiser and their respective Dukes. They shall be known generically as Barons, and shall rule over the subdivisions of the Duchies, known generically as Baronies.c) The third level of nobles are beneath the Kaiser, their respective Dukes, and also their respective Barons. They shall be known generically as Counts, and shall rule over the subdivisions of the Baronies, known generically as Counties.d) Dukes, Barons, and Counts may choose to give themselves and their respective subdivisions titles other than the generically recognized ones. These titles should not be intentionally misleading, and are subject to evaluation by any noble above the offender in rank.2. The process of forming and promoting subdivisions shall be as follows:a) Each new County shall require one (1) citizen to be formed. The Counties may be formed from land within a Barony with the direct decree of the ruling Baron. The Landsraad and Kaiser retain veto rights. Counties shall be contained and operated within the fora of their respective Baronies.b) Each new Barony shall require two (2) citizens to be formed. Baronies may be formed from the land within a Duchy with the direct decree of the ruling Duke. The Landsraad must be notified of the creation of the Barony. The Landsraad and the Kaiser retain veto rights. Baronies shall be contained and operated within their own fora, separate from their respective Duchies.c) Each new Duchy shall require four (4) citizens to be formed. Duchies may be formed by order of the Kaiser or of the Landsraad. If a Duchy is formed by the order of the Landsraad, the Kaiser retains veto rights. If a Duchy is formed by order of the Kaiser, it must be as a public Imperial Decree. Duchies are contained and operated in their own fora.d) The procedure for the promotion of a County to Barony or a Barony to Duchy shall follow the criteria and procedures for the creation of a new subdivision.3. The procedure for appointing Nobles shall be as follows:a) A Duke may be appointed by the Landsraad or the Kaiser.b) A Baron may be appointed by the Kaiser, the Landsraad, or the Duke of the ruling Duchy. The Landsraad must be notified.c) A Count may be appointed by the Kaiser, the Landsraad, the Duke of the ruling Duchy, or the Baron of the ruling Barony. The ruling Baron must be notified.d) In all cases, the Kaiser retains veto rights. If the Kaiser appoints any noble, it must be as a public Imperial Decree.4. The procedures for removing a Noble are as follows:a) A Count may be removed by zir Baron, zir Duke, the Kaiser, or the Landsraad, with the ruling Baron being notified.b) A Baron may be removed by zir Duke, the Kaiser, or the Landsraad, with the ruling Duke being notified.c) A Duke may only be removed by the Landsraad or by Imperial Decree of the Kaiser. The Landsraad must attain a majority vote of greater than two thirds (2/3) to remove a Duke.d) If any Noble loses zir citizenship, zie is removed from office.e) In all cases, the Kaiser retains veto rights. In order to prevent a person from being appointed to the same position of nobility again, the Kaiser must issue a formal Imperial Decree.5. The procedure for dissolving subdivisions shall be as follows:a) A County may be dissolved by decree of the ruling Baron.b) A Barony may be dissolved by decree of the Kaiser, or a simple Landsraad majority.c) A Duchy may be dissolved only by an overwhelming Landsraad majority of three quarters (3/4).d) Dissolved subdivisions shall be put in their own separate archives, with all posting rights closed.e) In all cases, the Kaiser retains veto rights.6. Territories are considered autonomous regions of Shireroth. Each Territory may be granted a forum with its flag and a link to its own board. For all purposes, Territories are considered under the direct supervision of the Kaiser, who may choose to control them directly, or to appoint a governor. Citizens and Nobles of Territories are considered citizens of Shireroth, and nothing more.7. Each Shirithian citizen may choose a specific place of residence for zirself. Zie may specify down to any level so far as city, but if the specification of city is not made, then zie shall officially reside in the capital city of the lowest subdivision specified. No Shirithian shall reside in more than one city at a time, and in order to change residences, a one day travel time from the time of relocation announced shall be observed. In accordance with this, no Shirithian may reside in more than one residence in a day.8. No Shirithian shall rule over more than one subdivision with a single exception. In the event that a subdivision is without a ruling Noble, the ruling Noble of the subdivision above it shall take rule over the vacant subdivision. The citizens of the subdivision shall have one Shirithian week to decide upon a new ruling Noble, after which time, the subdivision goes under the direct control of the Kaiser until a new Noble is appointed. ****************** Shirlan Merger and Incorperation Passed (8/17/03 11:14 pm) 1.&nbsp &nbsp &nbsp &nbsp The Nation of Shirlan, shall be annexed and merged into the Imperial Republic of Shireroth.2.
