BE IT DECREED BY THE COUNT OF NORFOLK THAT Kuralyov shall henceforth be welcome in the County and granted the unofficial title of "Dictator of the Anticas", carrying no political power but supreme comedic value.

WHEREAS the County of Norfolk is too far from Shirekeep for the Shirerithian Military to effectively provide tactical aid in times of need,

RECOGNIZING the large concentration of refugee Antican Naval Infantrymen in the region and other retired military personnel,

LET IT BE KNOWN THAT, for the defense of our County, the government of the County of Norfolk does hereby decree that a standing force of guard troops, as well as a county militia shall be raised from the local population. The troops shall be raised as follows:

1,000 Naval Infantrymen (former Antican NI soldiers only) stationed in Tymaria City
2,000 Militia stationed around the county

IN RECOGNITION of the exemplary job done by the militia and volunteer armies raised from within the County of Norfolk in the defense of said County,

NOTING the fine job done by said troops in the invasion of Shirekeep and their bravery in the face of insurmountable odds,

LET IT BE KNOWN THAT a monument shall be erected in the Capitol of the County of Norfolk to commemorate this occasion, pay our respects to the soldiers involved, and honor the commander of the expedition.

IN RECOGNITION of a lack of legislation protecting the intellectual property of citizens in Micras in general,

AGREEING with the Yardistani mindset of universal annexation,

LET IT BE KNOWN THAT all companies operating within the County of Norfolk, including Zulu 5 Oscar Inc and specifically KZFO Radio, as well as all private citizens, shall be granted an automatic "copyright", defined in this county as a government enforced protection from unauthorized redistribution and/or copying of data by any means and in any form from the rightful owner, on all works produced therein. Anyone caught infringing upon this legal protection shall be subject to a $100 USD fine.

HOWEVER, all entities within the County of Norfolk shall be allowed to copy, redistribute, and use at will any media or data created by entities residing within countries or counties where similar laws are nonexistent, and shall protect those entities that choose to do so by any means possible.

KNOWING THAT the Commonwealth of Antica has claimed cultural ownership of an island in the Kaikian archipelago which was disputed by the people of Vanderveer,

RECOGNIZING the precarious position of the people of the region and the likely commencement of hostilities in the coming days, as well as the fact that Norfolk is the closest Shirerithian holding to the disputed zone,

LET IT BE KNOWN THAT henceforth, all refugees and evacuees from any embattled or disputed region shall be granted asylum within the borders of Norfolk, and provided the same protection that Norfolkians enjoy, to the best of the Norfolk militia's ability.

IN RECOGNITION OF the necessity to regulate radio communications so that only those with the appropriate knowledge of how to safely operate the requisite equipment without harmfully interfering with other equipment are able to do so,

LET IT BE KNOWN THAT the County of Norfolk shall commence issuing callsigns to those individuals that meet the appropriate requirements, and any unlicensed activity shall be swiftly punished.

FURTHER, let it be known that the radio station known as KZFO shall be allowed to use the existing callsign in the context of digital communications.

LET IT BE KNOWN THAT all forms of currency shall henceforth be banned from the County of Norfolk. All residents shall use the "barter system" of trading in order to acquire those items necessary for daily life.
