BE IT DECREED BY THE COUNT OF NORFOLK THAT Kuralyov shall henceforth be welcome in the County and granted the unofficial title of "Dictator of the Anticas", carrying no political power but supreme comedic value.

But how do we go about having a civil war? I think It'd be wise to do it in SNARL, for people to take sides, declare unit strengths, etc. I think a medieval-style, cavalry/infantry war should be satisfactory.
