I would much desire to be Shireroth's ambassador to the Viking Empire of Stormark. What must I do?

In order to get an embassy in Stormark, Shireroth would have to petition for one under this Act. Could this be done, plz?

I don't see why his Majesty would refuse. I know how you feel about Stormark, which is why I was so enthusiastic about your offer. I know you'll be fantastic. Please ask me if you need anything (even if it's just a stamp)!
