If you go look at the Federation of Kanto thread in the Ministry of the Exterior, you will see that the honourable Duke of Yardistan has allowed me to make Northern and possibly Eastern Absentia into Kanto.

How are the Landsraad votes split?

The dukes may delegate votes to their lesser nobles, which are usually titled Barons. Counts do not get votes in the Landsraad in any Duchy currently.
