Problem with a lay-out

This is about the Batavian forum lay-out: I had Jeroen install a new one, named Static. But while using it certain basic functions have disappeared. With this I mean, eg: the buttons you can click on while writing a post (, , etc.). And the edit-button has also disappeared with that skin.
In the past we had the same problem with another lay-out of that site.
Can someone tell me what could be wrong?
Those who are registered can see it themselves by choosing the 'static'-skin.
