Essentially, my plan is just that - pre-written events; but with the option of having them more suited to your nation. At a simple level, it might insert in names of your cities for the location of the event, instead of just saying "A city". Absolutely correct. And I agree about "no merger except as annexation"........you can't "build" culture, it just happens. We didn't build a culture for Shireroth, it just kinda came together.
