Try other role-playing websites (Bill would kill me for saying that...)- I've snatched quite a few good micronationalists from people who are interested in certain games such as Europa Universalis and Hearts of Iron II.
Most of them just seem to label you as spam if you advertise your micronation, though.

We've tried several passive recruiting techniques like that before, never got us anywhere.
