Well of course the ministries will be able to hire people to head different offices. For example, the Registrar might want an officer for migration, another one for cartography etc, but it's the minister that is respoinsible to the Kaiser.

It is built upon the Scandinavian languages, because that's a lot easier than doing a language from scratch :P
"aa" is pronounced differently from "a", so that explains the large amount of a's in the language.... hehe
