No my intention was that Micras nations can automatically register, but are allowed to be refused by unanimous council vote and that the NOT Micras nations can be allowed to enter by normal council vote.

Sounds good except for the guaranteeing international organisations subforums bit. I haven't given them subforums for the simple reasons that: a. they shouldn't need multiple threads and b. We have fifteen or so nations already, and adding five organisations just looks over the top ... I meant one ...
