Yep. Strictly speaking, this applies to Imperial Lands only; once someone has official control of a land, their influence is at 100%, so to speak. In the particular case of MASS, the Grand Land Listing in this forum has an asterisk by it which indicates "guaranteed holdings"; I haven't yet found any...

I think in the original draft of the map Ardy put bases in spots where it looked like we needed some, and left it at that. I'm sure there's no reason it couldn't be shifted to a different spot, though.

See the proposed decree , which mostly keeps the wording of the Landsraad resolution. In particular: Imperial Lands are laid open to any Shirerithian interests that wish to explore, exploit, develop, or colonize them. Conquering would probably count as either exploitation or colonization. So so long...
