I recommend Kildare or Annexis, as those are the smallest houses in terms of population. But you have to apply to get in.

The policy is called the "Tri-Cit" law. It basically means that you are allowed to hold two citizenships except the Shirerithian one, that is, three in total. I hope so. I think it's a consistent system, which probably means that someone will poke large holes in it soon. I do however like that you can't claim counties just because they belong to some duchy you liked before, but rather because you helped develop them.
