Like any vote: According to the vote thread. In this case that apparently happens to mean that it's just the dukes voting. I'd be very happy to see someone actually come up with a formal procedure for electing Praetors, though, so we don't have to go through the "so how are we voting" procedure ever...

I'm not sure yet what I will actually do regarding allocating who gets which colour, but I can definitely say this: Kildare's forum colour will not be changed in any way before Kildare pays its taxes.
