I've made some tweaks to the religion because I felt that it was overly complicated, and there were a few inconsistencies. Everything is much better now.

I'd like to see the MiniImNat spread out new citizens more evenly if they can. I definately would not try and force a new citizen to join a specific duchy, but I would be all for trying to encourage a citizen to join a duchy with a low number of people. Um, isn't it easier to just do the census? Well it will be a lot more in depth than a census, though a census will be used to help update the list.
