I've made some tweaks to the religion because I felt that it was overly complicated, and there were a few inconsistencies. Everything is much better now. :)

I definately would not try and force a new citizen to join a specific duchy, but I would be all for trying to encourage a citizen to join a duchy with a low number of people. Um, isn't it easier to just do the census? Well it will be a lot more in depth than a census, though a census will be used to help update the list. What does the Kildare account spend on other than the lottery? It also pays for the Mr. Kildare award (almost)every month and it pays people who work on specific projects for the Dutchy. So how is the lottery doing? I hope good.

Also, I wanted to raise an important question: Does anyone think that Kildare needs a budget?
