The Union would be nominally independent of Shireroth, and the power of the Emperor (who would simultaneously be Kaiser of Shireroth) would be subject to limitations imposed by both the Seanad and Imperial Yuan.

As of 1645 AN the proposal remains merely one of a range of options currently under negotiation.
