Know that I decree the following:

IMPERIAL DECREE 897
Pertaining to the Legalization and Regulation of Cannabis

1. From the coming into force of this Decree it shall henceforth be legal for persons and corporations thereunder licensed to grow, cultivate, buy, and sell cannabis, being the product of the plant of the namesake genus so prepared as to impart a psychoactive effect, which product is also commonly known as marijuana.
2. It shall be unlawful, except pursuant to a permit issued under this Decree by the Office of Bounties and Factorage (hereinafter, "the Office"):

a. to engage in the business of importing cannabis into Shireroth;
b. to engage in the business of cultivating, producing, manufacturing, packaging, or warehousing cannabis;
c. to purchase cannabis wholesale with intent to resell;
d. to sell, offer for sale, or ship, in interstate or foreign commerce, cannabis so imported, cultivated, produced, manufactured, packaged, warehoused, or purchased.

3. Whosoever violates the foregoing section of this Decree shall be fined €1000 and deprived of civil liberties for a period of one year Anno Nortone: provided however that the Imperial Inquisitor may, by civil action, obtain appropriate relief to prevent a violation of that section.
4. The Office shall issue a license for operations requiring a license upon application of the interested party(ies), who shall meet the following qualifications:

a. The applicant(s) is (are) over 21 years of age;
b. The applicant(s) has (have) not been convicted of a disqualifying offense;
c. The applicant(s) plan(s) to conduct operations that contravene the laws of the State wherein conducted; and
d. If the applicant is a corporation, it must be a joint-stock corporation whose members each hold a license issued under this Decree.

5. For the purposes of the foregoing and following sections, an offense is disqualifying if:

a. it is (was) related to the production, consumption, or sale of cannabis; or
b. it is (was) related to corporate misconduct; and
c. it contravenes (-ed) Imperial law or the laws of the State wherein conducted.

6. For the purposes of the foregoing two sections, an offense is not disqualifying if:

a. It was legal under the relevant law when and where it took place; or
b. As of the date of application, it is no longer an offense under the relevant law.

7. If upon examination of an application for a license under this Decree the Office has reason to believe that the applicant is not thereunto entitled, the Office shall so notify the applicant and, upon request by the applicant, afford the applicant due notice and opportunity for a hearing on the application, which hearing is to be conducted before (insert body here).
8. The Office shall:

a. prescribe the manner and form of applications for licenses under this Decree;
b. prescribe the facts to be set forth in such application;
c. prescribe the form of such licenses; and
d. specify in any license the authority conferred thereby and the conditions associated therewith.

9. To the extent the Office deems necessary for the efficient administration of this Decree, it may require separate applications and licenses with respect to the various classes of cannabis, and with respect to the various classes of persons entitled to licenses.
10. The issuance of a license does not deprive the Imperial Republic or the States of any remedy for a contravention of the law.
11. A license issued under this Decree shall persist in effect for a period of six years Anno Nortone, or until it is suspended, revoked, cancelled, annulled, or surrendered.
12. The Imperial Republic reserves the right to tax and further regulate cannabis as necessary, and in accordance with the law.
13. Any Imperial Decree, law, measure, or &c. contravening this Decree is repealed.
