NOOR AS-SALAAM, by the Kharenah of Zurvan, Qaisar Baanooye Sathratiye, to her subjects and retainers, greetings, and unto the gods of Shireroth undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Decree which by his Kharenah is confirmed for Us and our heirs forever.


IMPERIAL DECREE 928
Imperial Dominion of Lichbrook

With the Kingdom of Lichbrook having met the criteria set out in the Charter, Article V, Section D, We declare, with regret and pain, the end of statehood for the Kingdom of Lichbrook. Its territories and government are now reorganized into the Imperial Dominion of Lichbrook.

We extend all Imperial Law to the Imperial Dominion, and in Our stead, We appoint as Imperial Governor of Lichbrook, the Lady Altea Lomax, who shall enjoy legislative and executive competences over the dominion. Judicial powers are exercised by the Judex. As far as possible under these arrangements, local law and custom shall remain in force and be respected.

Their Majesties the Queens of Lichbrook shall continue to enjoy their royal titles, styles and dignities.

We instruct the Imperial Governor to produce a report on the condititions for the future government of Lichbrook. She shall discuss with the members of the previous Lichbrook government, and explore the feasibility for:

a. restoration of statehood for Lichbrook
b. the continuance of imperial rule in Lichbrook
c. the division of territory of Lichbrook between imperial states and/or imperial dominions.

It is Our desire that if the Imperial Governor find that there is feasibility for a restoration of statehood for Lichbrook that such option is the priority. If there is feasibility, then the report shall include what type of government and rule is necessary to keep Lichbrook as an imperial state. However, if there is no such feasibility, the Governor shall explore other avenues (b, c) with such other avenues that have not been part of the instruction here nonetheless possible to include.

IN WITNESS WHEREOF We have caused the Imperial Seal to be affixed to this Decree which We have signed with Our Hand. Given at the Keep this fourth day of Qinamu in the year after the death of Norton one thousand six hundred and forty-nine.
