Daniyal Sikander Dravot, Steward of the Imperial Republic of Shireroth, renders one thousand salaams in the name of:

NOOR AS-SALAAM, by the Kharenah of Zurvan, Qaisar Baanooye Sathratiye, who, by this Imperial Decree, gives unto her subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Decree which by his Kharenah is confirmed for Us and our heirs forever.


IMPERIAL DECREE 864: Alcohol

  1. Alcohol may only be sold within Shirekeep in Public Houses registered with the Prefect of the city and the Office of Bounties and Factorage.
  2. Public Houses must be owned and run by the Publican who dwells within the premises for which he has applied for and received a licence.
  3. Any publican who does not register his premises with the Office of Bounties and Factorage in accordance with Imperial Decree 859, who subsequently serves alcohol to a non-resident of Shirekeep shall be subject to the full penalties associated with the offence of Unlawful Commerce.
  4. Any publican who does not apply to the Prefect of the city for a licence to sell alcohol for his premises, may be scourged and expelled from the city.
  5. Any publican who does not make a gift of good will to the Steward upon the opening of his premises, may be scourged and expelled from the city.
  6. Any publican who denies a citizen who has been granted the Liberty of Shirekeep his free pint of any beverage, may be scourged and expelled from the city.
  7. Let it be known that an Imperial Pint, known as a leivu, is 1/25 of a Ric (0.48 litres) and that a barrel of beer, cider, wine or spirits, broached in Shirekeep must hold the weight of one Ric of beer, cider, wine or spirits (60.4 kg).
  8. A large barrel, which may also be delivered in Shirekeep, will be known as a Committee of Rics and must contain 302 kg of beer, cider, wine or spirits.
  9. Any beverage whoses alcohol content is less than 4% for small beer, 8% for great beer or cider, 12% wine and 16% for spirits, must not be sold.
  10. Whomsoever sells mislabelled alcohol shall, upon being convicted by a duly appointed court, be expelled from the city and subjected to an unlimited fine, as determined by the court, payable to the Office of Bounties and Factorage.
  11. The rules for the Public House are:
a. The architecture and fittings must be uncompromisingly Imperial Gothic Revival.
b. Games, such as darts, are only played in the public bar "so that in the other bars you can walk about without the worry of flying darts".
c. The pub is quiet enough to talk, with the house possessing neither a radio nor a piano.
d. The barmaids shall know the customers by name and take an interest in everyone.
e. It sells tobacco and cigarettes, aspirins and stamps, and there shall be no objections to the use of the telephone.
f. There must be provided a snack counter where you can get liver-sausage sandwiches, mussels (a speciality of the house), cheese, pickles and large biscuits with caraway seeds.
g. There must be provided a separate upstairs area for the provision of food appropriate to the proletariat; a cut off the joint, two vegetables and boiled jam roll—for no more than three Erb.
h. There shall be sold, as small beer, a creamy sort of draught stout, and it goes better in a pewter pot.
i. A beer garden shall be maintained that must be kept separate from the cesspit.

IN WITNESS OF THE SUBLIME MAGNIFICENCE OF OUR LADY THE RADIANT SUN WHEREOF We have caused the Seal of the Steward to be affixed to this Decree which We have signed with Our Hand. Given at the Keep this Twenty-third day of Elroqpinu in the year after the death of Norton one thousand six hundred and forty-six.
