IMPERIAL DECREE 802: Dungeons and Gallows
Hear! Hear!
Insomuch it is Our Imperial Wish and Desire to ensure that there are facilities at the disposal of the Imperial Government to carry out Our Justice, We do by this Our Imperial Instrument decree that there shall be within the borders of the City of Shirekeep a prison which shall known as the Dark Dungeons of Fjǫrleif as well as a nearby outdoor space to carry out, if any, executions under Federal Law to be known as Fjǫrleif's Gallows Field, provided always that nothing in this Our Imperial Decree shall construed to dimish or limit the ability of Our Minister of the Interior to designate Federal prisons and Federal execution sites in the Imperial Dominions, as well as in any Imperial State where requested by its Royal Government.

So Decreed in this Six Thousand Two Hundred and Eleventh Year since the Founding of the Sector by the Hand Imperial of Hjalmar Heirðrson at the Kaiseral Court at Raynor's Keep.
