1. The Ministry of Trade is empowered to conduct national taxation when it is deemed necessary to maintain the finances of the Imperial Government.
2. Each Duke shall be taxed 2000 Erbs each time tax is required.
I'm trying to create a more fair and equitable taxation system. In the past a duchy, no matter the size had to pay the same. This caused issues when I levied a much needed tax. Now it is based on land holdings, which should be tied closely to active citizens. This also lets those with more money have a little more power in that they can pay for other in exchange for favors, or outright buy land. I granted the Landsraad taxation powers in addition to MiniTrade. I think 25€ is a fair and low tax for a county, especially with how infrequently we actually issue a tax, and 14 days is plenty of time to pay up. Most people are generous with their money, so finding someone to give you money if you don't have any should be easy, so this doesn't exclude anyone. Also, houses themselves are taxes for the land tied to a title.Chapter XIII: Economy
G Taxation
1. Authority to Levying Taxes
a. The Kaiser, Minister of Trade and Landsraad all have the authority to levy taxes upon citizens or Houses of the land.
b. The patron of a house may levy taxes upon those within their house.
c. Those holding a land in fief may levy taxes upon any who reside within their lands.
2. Land Tax
a. When a tax is levied by the Imperial Government, all citizens who hold land in fief must pay 25€ for each county that they hold.
b. If a county is held directly by a house, or is tied to a title, the holder of that title, or patron of the house, must pay the tax.
c. This tax must be payed by the individual, or their respective house, to the Imperial Treasury within 14 days.
d. If the tax upon a county is not payed within the allotted time it is placed up for auction by the Imperial Government, administered by the Minister of Trade, with all proceeds going to the Imperial Treasury, or the land may be directly seized by the Imperial Government.
e. Lands purchased at auction in this manner are transferred to the purchaser and granted in fief to them by the Imperial Government.
