Imperial Decree #445: Reclaimation Phases 2-4.

All duchies and Baronies are hereby dissolved.
All Noble and Lesser Noble titles are hereby revoked.
The Landsraad is hereby dismissed. All bills will simply wait for the next session to begin.
All sections of the Lawbook and Decreebook pertaining to Duchies, Baronies, Nobles and Lesser Nobles are hereby suspended until new laws can be written.
A House must have at least 2 persons to be considered such, and granted a forum.

The Following Houses are granted the title of Duke, and thus attain Major House status.

All Houses granted a title may decide of their own volition who shall be the head of their House and thus personally control and posses the titles granted.
Nobles are denied authority to grant titles of nobility.
All persons not granted a title may not use titles of nobility.
All Houses may organize their lands, persons and internal institutions as they deem fit.

The following is a list of recognized lands and whom those lands are granted to as Fief. These lands have been granted as fief to the individuals and are not tied to the house they may reside, nor the title those houses are granted.

The Following land grants shall be made to the designated Houses. These land are tied to the titles granted those houses, and are inherited with those titles.

I had hoped to do all this more organized, but people got a bit.. caught up in things, so I'm having to rush it. The provisions of this Decree are considered law until new laws can be instated into the Lawbook.

If there are any mistakes, let me know, I will address them in another decree.

I am puzzled. Harald of Froyalan is named a member of the House of Kalir but is not granted a county. Is there a reason for that decision? I would strongly recommend that he be regranted his former county of Cimmeria and Avaldsnes.

Oversight. And there is nothing guaranteeing a county to an individual. I would like people to keep that in mind. Sometimes people will just have do be landless, commoners and team up with someone else in a House to gain glory and achievement.

That being said, if he wants the county, I'll give it over. Like I said, oversight. I thought he was inactive. One word from him and it is his again.

Kalir has been granted substantial lands between those held by it's membership and the addition of Eliria granted to the House itself. As well as being granted the Stewardish. I believe House Kalir has received sufficient lands at this time. Focus on the lands you have, develop those. One man can do a lot with one county, as a county generally constitutes HUGE swaths of land. I see no need to grant 3 lands to one person who can do the same with 1 county. Further, when I develop a tax system later, you may find those extra lands a burden.
