What's Benacia Like

When I usually think of Benacia I see a little bitty county with fishing ports and smelly bums everywhere.Not a place of real importance.But with activity in Benacia going up a LOT,should we continue to look on Benacia as such,or as a County that is starting make good progress and modernization?
