NAY...I shouldn't have to cite the reasons...but I believe that the duchies should apoint their dukes, not the Kaiser. That, and that fourth bullet point, but I guess since I'm yardistani, that's a given... PURPOSE: To clarify the status of the Federal government and its relationship to duchies and baronies. And to clear up that whole thing that happened in Schlangen and create a legal structure to deal with it.1. At the creation of a new Duchy, a Duke or Duchess shall be chosen. If the Duchy already exists as an entity, it shall be chosen by the people - if not, it shall be chosen by the Kaiser. This Duke or Duchess can be removed only by the Kaiser or a unanimous (except for the Duke or Duchess in question) decision of the Landsraad. He has complete power to do whatever he wishes in his Duchy, with the exception of the following:a. Violate any federal lawb. Conduct significant foreign policyc. Call for the overthrow of the governmentd. Secede2. Any Duke or Duchess may create Baronies within his or her Duchy. These will be ruled by a Baron or Baroness. The Baron or Baroness can be removed by the Duke or Duchess who appointed him or her. A Barony may not do any of the things denied to a Duchy, and the Duke or Duchess of its parent Duchy may oppose additional restrictions on it if he or she so wishes.3. A Duchy may have both a Duke and Duchess at once, and a Barony may have both a Baron and Baroness. However, one of them will be the official holder of the title and entitled to participate in government affairs, whereas the other will have the title only as a symbol of his or her relation to the other. This latter noble may have powers granted to him or her by the superior noble of the fiefdom.4. If there is a revolt against the Kaiser, it is the duty of all nobles to help suppress it. If there is a revolt in a Duchy against the legitimately appointed Duke or Duchess, it is the duty of the national government and any loyalist Barons or Baronesses to suppress it. If there is a revolt in a Barony, it is the duty of the Duke or Duchess to suppress it, although the federal government will help it asked. However, none of these duties apply if the revolt is within a single noble house. For example, if both the old Kaiser and the new Kaiser were of House Metzler, it is not necessary for the Dukes to attempt to crush the rebellion.Voting lasts 4 days.As Duke of Elwynn, I vote yea.
