Question regarding Hurmu residency

Since [url=http://Some%20year%20I%20don't%20know]time immemorial[/url], Hurmu has had an open citizenship, that is, anyone that shares the basic beliefs of Hurmu may participate. Now that Hurmu has ceded its sovereignty to Shireroth, I am wondering how that works now? If we take a strict view, the leader of Hurmu, the Valdi, does not have access due to him losing his Shirerithian citizenship. If we take a more inclusive view, perhaps a system of Hurmu residency could be introduced, where denizens of Hurmu have full rights within Hurmu, but no Shirerithian citizenship. Hurmu joined Shireroth to protect its special way of life, and I think that accomodations should be made to honor that.

What is your view of this, Lord Arbiter?

They're just a territory, so let them keep doing things as they have.

The treaty that establishes Hurmu's status prefaces the rights and privileges it guarantees to Hurmu with the statement "Citizens of Imperial Republic of Shireroth and legal residents of Hurmu shall." It would seem to me that the and in this statement means that any rights Hurmu has are only granted to people of Hurmu that are also citizens of Shireroth. I was thinking of bringing this up, but since they wrote the treaty themselves I figured they wrote it that way on purpose.

Since it is a treaty between two entities, the terms are mutually exclusive. It means "Citizens of the Shireroth party and residents of the Hurmu party".
