The Kehl is primarily for internal duchy matters.
If that's so, then you're reducing the Barons' autonomy...
It means that now we have a legislative body to answer through rather than our own petty Baronial whims...

I'm not reducing the autonomy of the barons, I'm rather expanding it. Instead of having everything on the duchy level come from the Duke, the barons now have an opportunity to work together for the good of the duchy. Internal matters are still reserved for each baron individually, with obvious exceptions of course.

ie. Barons still rule their barony. But the Barons together can make laws for the Duchy, not just the Duke.

Same as the Dukes ruling over their duchies, and then they are part of the Landsraad. It's a hierarchy thing! Pretty soon Baronies will be doing it with counts!!!!! OH NO! :o

I've noticed a complete lack of activity in the Kehl. Seems like a strange way to deal with this new baronial power base.

If there is no activity in the Kehl within 48 hours, I will pass the bill as an edict and decide the Landsraad thing all by my lonesome.
