Barony of Yardistan?

Would anyone object to putting Straylight and Yardistan together into its own barony without votes, considering no one could lead it effectively?Or would the creation of a subdivison underneath a Barony, but before a County, be a better idea? Like an earldom?

No, no more layers. I think they should be either independent counties or like how it is. If one of them could be active... There are no flowers, no not this time. There will be no angels gracing the lines, just these stark words I find.

Ari specifically requested that his County remain outside a Barony, and unless he says otherwise, I think it'd be best to honor that wish. But if Nick wants Yardistan in Greg's Barony, that of course is perfectly all right with me.My only question is, will the new County count towards Landsraad votes... and if it won't, what's the proper way to formalize it?
