There shall henceforth be no limitation on the number of awards and honorsthat a Kaiser may confer within a particular length of time.

All Law to the contrary is hereby made void from this date forward.

Our Imperial Successors are admonished to use this Power with discression.

Done this fishday, being the 8th of H'Graasreign in the Year 3403 ASC.

Why oh why is it so difficult to edit the DecreeBook? :fish

F&B is willing, for a fee of course, to make sure that all decrees passed by Your Niftiness is amended to the DecreeBook. Are you interested in this?

Why, oh Why is it so hard to see that that rule makes sense and should be followed? If we have no limit, to many people get the award and it will become meaningless.

There was, but I wanted to do some Neat Stuff, so I changed the rule.

And now Kaiser's can (officially) make so many people part of orders that they can be made meaningless.

The limit was there for a good reason, by Scott.

If other Kaiser's didn't give awards, that's there fault.

Basically, a Kaiser rules for three months, and can assign 3 knighthood to each order per reign. I'm not saying that they didn't all deserve it, I'm saying that you need to hand out awards slowly, or they kinda lose meaning.

I agree with Erik. Some countries just give awards to everyone, and that's meaningless. If you get an award from Shireroth, you know you must have done something right, because we can only give out a certain number.
