I wasn't actually expecting anyone to pay attention to the charter or current landsraad law with the previous decree, since I pretty much said "screw contraditions," something very rare for me. But to enforce the previous decree, Counts are hereby declared to be part of the greater noblility. Yes, this means that right now we don't have a lesser nobility, but then again, this direct democracy system is meant to be temporary until we get active again, as well as an incentive for new citizens to participate in the nation.

Technically is should have been done before the other decree, to prevent contradiction and violation. You cannot declare variables after you have used them. Well, PERL is an exception, kind of.

Remember, this is Shireroth, and the Kaiser can do almost anything he wants. If he says retroactivity is ok, so be it. Are you going to change it back? Besides, now you get a vote in the Landsraad also.

From what I read the Arbitor can reverse a decree that violates the charter. Though, oddly, by making the Landsraad larger, the Kaiser has made it harder for this to happen, and in a way has strengthened his own power.

I am the arbiter, but I don't really feel like making a fuss over this thing at the moment. It's not something destructive, and I don't see anything wrong with this as a temporary change.

But, is not your job, as Arbitor, to make sure the laws are complied with? That nobles do not step out of line? You are the only check I have seen, in the law, on the power of the Kaiser.

If you would like to check out the specific laws govorning my position (since I've only ever dealt with 1 case and am not entirely used to this office), and bring a formal complaint against the kaiser regarding this decree, I will hear the case. Otherwise, I am not going to bother on this matter.
