Imperial Decree #213: Praetor
Seeing as the Landsraad is currently in a state of disarray and could desperately use a hand; and seeing as Scott of Hyperborea has volunteered for the position; and seeing as the Landsraad couldn't elect a Praetor right now if they wanted to as they have no voting procedure, I hereby appoint Count Scott of Hyperborea to be Praetor to the Landsraad.

I'm violating the procedures right now because the Landsraad can't do it for itself. Besides, they exist as per my permission, so in times of need I'd say I'm pretty much entitled to do such a thing.

My bad. It's in the decreebook. But the Procedures of the Landsraad objection still stands - it references the Charter, not the Decrebook, so the issue for the Kaiser interfering with the internal workings of the Landsraad is still not as strong.
The decreebook is the most editable document, after all.

Erik, by your logic, all decrees within the decreebook regarding the Lansraad are all null, since they affect the rules of the Landsraad. By that logic, there isn't even supposed to be a Praetor.
However, by holding up the fact that any Kaiser can reverse any past decrees as they wish, we can perserve the praetor and continue on.
