To answer my own questions.

1. Yes, we should invite other nations who might be interested to participate, send a rep and voice their interests, to help make this more appealing to other nations.

2. I obviously am advocating the layered Treaty model.

3. Organize it by breaking the treaties out into separate threads to be worked on individually. Making them more or less self contained.

2. I like the Layered Treaty thing, it makes a good amount of sense.
