Small Treaty of Friendly Recwar Treaty

1. Any nation who has signed the General Membership Treaty of the Small Commonwealth may sign this treaty at any time, provided they are not currently in a state of hostile open conflict with any current signatory.

2. All signatory nations acknowledge that Recwar is recreational - therefore for fun. Regardless of the victor of the conflict, they will return to their happy international relationships at the conclusion of the war.

3. To keep recwar friendly, all signatory nations agree to the following:
a. Friendly banter between generals is encouraged.
b. No signatory nation will perpetrate war crimes against the other nations.
c. No signatory nation will harm the other nations' civilians - neither killing, cheating, harming nor forcibly converting to a different faith.
d. No signatory nation will take land, resources or anything else from the other nations should they win, unless both nations voluntarily agree to.
e. All fighting between nations shall be IC only, and OOC they will maintain politeness, and seek to resolve disputes quickly and maturely.

4. All signatory nations shall not engage in any hostile or aggressive action toward any other signatory nation.

5. If there is a dispute between signatory nations they will bring it before an agreed upon neutral third party for arbitration. If no third party can be agreed upon the matter shall be arbitrated by the General Assembly.

6. Upon giving notice, any signatory nation may exit this treaty.

7. This treaty may be amended by a 3/4ths majority of signatory nations.
4 might be ambiguous - it's meant to mean " no non-friendly recwars"
And yes, the treaty is a combination of Erik's non-agression, and Novatainia's Aggression Pact. Feel free to reword awkward bits.

What exactly is a war crime? Is there a list somewhere? Does anyone need to approve such a list of actions we agree not to perform in a recwar?

It would probably be better to spell out and define both IC and OOC. I know you know what they mean. I know what they mean too. But the average, relatively new guy probably doesn't know what they mean. Historically in micronations there has been a lot of chaos on when people were "in character" or not.
