Kalir Bill

Hey

Here comes my proposal for making things move:
AN ACT TO ESTABLISH THE HOUSE OF KALIR AND FOR CONNECTED PURPOSES

Whereas the times are a-changing in Elwynn and elsewhere beyond the rivers, beyond the seas and the ice of Hyperborea, after the Kaiser in his imperial majesty began reshaping the very structure and core of the Shirerithian constitution;

And whereas the peoples of Elwynn, Hyperborea and unto them belonging lands form one nation within the Imperial Republic, that in order to secure this nation prosperity, peace and good government, and that the rich literature, art and culture of this nation msut be preserved, available and furthered a House must be formed;

IT IS HEREBY ENACTED BY THE LORDS AND LADIES TEMPORAL OF ELWYNN, BY AND WITH THE CONSENT OF THE STEWARDESS OF ELWYNN, THAT:

Art. 1 – The House of Kalir
The House of Kalir is hereby legally established with Daniel Llai of Cape Farewell as its head.

Art. 2 – Membership of the House of Kalir
Membership in the House of Kalir extends to Daniel Llai of Cape Farewell, in his capacity of head and patron, Isabelle Allot of Araxion, Scott Alexander of Hyperborea, Harald Thorstein of Ettlingar Freyu of Cimmeria and Avaldsnes, Aurangzeb Khan Osmani of Alalehzamin, Aryeztur Mejorkhor of Parvatvana, and all such persons that are adopted into the House by the Head of the House.

Territory governed by a member of the House falls under the jurisdiction of the Kalirian authority.

Any member may resign from the House, provided that zie informs the Steward of the House of Kalir of zir intentions of doing so. Resignation is effected after five days of providing the Steward the declaration of resignation from the House.

A member who has persistently violated the preambular principles of this Act, or found guilty of an infamous crime, may be removed from membership of the House provided that the Council of Eliria votes in favour of removing such individual with a majority of more than three fourths' majority.

Art. 3 – The Council of Eliria
The Council of Eliria consists of all individuals of the House of Kalir of adult age. The Council is presided by the Steward of the House. It makes up its own rules of procedure.

The Council of Eliria shall advise the Head of the House of Kalir on all such matters and affairs of government over the lands and peoples of over which the House of Kalir has jurisdiction.

Art. 4 – The Steward
The Steward of the House of Kalir is the heir-apparent to the Head of the House of Kalir. Zie is either appointed by the Head, or if referred to the Council of Eliria by the Head, elected by the same Council. Zie is charged with presiding over the Council of Eliria in accordance with the rules of procedure of the Council.

Art. 5 – The Head
The Head – Patron or Matron – of the House of Kalir shall have the power to issue by-laws on all such areas of competence not reserved by the imperial government of the Republic of Shireroth. Zie also has the power to adopt members into the House.

Art. 6 – Concluding provisions
This Act may be cited as the Kalir Act.

Fantastic! I was going to write something like this, but you've saved me the trouble.

As temporary Steward-thing-maybe-I-don't-really-know of the late Duchy of Elwynn, I hereby call upon all members of House Kalir to voice their opinions on this act in the form of AYE or NAY.

Edit: possibly something for the sake of RP that says that membership in the house is extended to the persons' heirs?

Membership in the House of Kalir extends to the founding members of the House: Daniel Llai of Cape Farewell, in his capacity of head and patron, Isabelle Allot of Araxion, Scott Alexander of Hyperborea, Harald Thorstein of Ettlingar Freyu of Cimmeria and Avaldsnes, Aurangzeb Khan Osmani of Alalehzamin, and Aryeztur Mejorkhor of Parvatvana, (WE WILL NEED TO INCLUDE LEO AND CHO'GALL)

the founding members' legal heirs,

and all such persons that are adopted into the House by the Head of the House.

(Subclause): In the case of multiple heirs, the member must designate one legal heir to inherit zir's land and titles.

EDIT: possibly the Khan can help with flowery language?

What I came up with in the end was a significant expansion upon the original text. I would like to take the opportunity to petition the Council for leave to submit the Kalirion Instrument of Government (Elwynn) Bill as an amendment to the original Kalir Bill.

Thoughts?

Well, we already made the other thing law, but I think Khan's text is better and more well-thought. The Kalir Act was rushed through so we could establish this house, while the Khan's bill surely does everything fitting.

So... we ought to put in phrases that repeal the Kalir Act and rephrase the enactment formula.
