Authority is as follows:

During peacetime (defined as any time other than Wartime), the various units (Wings, Brigades, and Armadas) are under the direct control of the Dukes and Barons of the lands they are attached to, and are responsible for responding to states of emergency as defined by those nobles.

During Wartime (as declared by the Kaiser, Landsraad, or the MoMA in absence of either of the above), the various units report directly to the CoSSAF, who reports to the MoMA, who reports to the Kaiser.

Fort Foley, and the 1st Brigade therein, being stationed in Shirekeep, are always under the direct control of the CoSSAF and on up, during both wartime and peacetime.

Any unit which resides in territory not assigned to a Barony or Duchy is likewise always undre the direct control of the CoSSAF and so on.
