Obviously I'm a moderator in the DirCart forum, I can open the mod control panel and so forth... but as far as I can tell, no matter where I look, I have no option to stick or unstick any topics. Not when I first post a topic, not when I edit it, not under the control panel, not anywhere...
Am I missing something obvious here?

No. The problem is that with phpBB posting stickies and moderating are two separate sets of permissions; and admins must remember to give people both if normal users can't normally post stickies etc.
The character Andreas the Wise is on indefinite leave.

Yar. It's one of those annoying phpBB infelicities - having a distinction between user permissions and moderator permissions in the first place is sort of silly, but since they decided to have one, for some reason they went with having stickyposting in user permissions.
